明日は喜多方市長選・伊達市長選の投票日です。
喜多方市は、新人の「浅見あきひろ」さんと現職「山口信也」さんの一騎打ちですが、個人的に浅見さんを応援しています。
昨年２月、ふくしま人図鑑で星 久美子さんの取材をさせてもらった際、取材場所への道中で浅見さんのところに連れて行っていただき、味噌作り、みりん作りなどを一緒に体験させてもらい、浅見さんのお嬢さん二人とも、松ぼっくりの投げ合いなどをして、楽しく過ごさせてもらいました。

グローバルに活躍するサラリーマンの生き方から方向を変え、喜多方にIターンをして、自然との新たな形の共生を目指す浅見さんとお話をしながら「素敵な農家さんだなー」という印象でお別れしたのですが。。。
そんな浅見さんが、昨年末、市長選出馬表明をすると耳にして、びっくり。そしてホームページを見て応援しようと思いました。
公式サイトに載っている浅見さんの構想、「”なつかしいけど新しい”まち作り」。とても分かりやすくて素敵です。
喜多方に住んでいない方にも、今、福島県の喜多方市でこんなことを考えている人がいる、市長選に臨んでいるということを、ぜひ知っていただきたいです。
今の社会の問題点
社会は「成長・拡大」から「緩やかな成長・成熟」の時代へ。日本全体の人口は減少を始め、人口バランスが崩れてきている。
農林業が弱体化している。
商業が弱体化している。
工業が空洞化している。
化石燃料が高騰している。依存しすぎている。
人同士のつながりが薄れてきている。
人と自然とのつながりが薄れてきている。
社会が高度複雑化している。
問題を解決するには
対処方法ではなく、根本的な部分にメスを。50年後の未来を見据える。50年後もいまのような美しい田園風景、暮らしが残っている地域を目指す。喜多方市も急激に人口が減っていきます。2005年56,396人、高齢化率29.5％⇒2035年39,847人、高齢化率40.2％（国立社会保障・人口問題研究所 平成20年発表）
「公私二元論」から「相関三元論」へ。⇒「公」「民の公共」「私的領域」のうち、「民の公共」の部分をいかに市民と連携し、強化するか。
考え１ 多様な農業の推進
大規模化効率化を目指す農家への助成と同時に、条件不利地での農業も推進する。（喜多方版中山間直接支払、農地・水）新規就農支援も多様性を持たせ、小規模農業についても支援する。【場と役割対象者】 農業者・新規就農希望者・市民全般
【期待できる効果】 耕作放棄地の減少、とくに条件不利地で期待。新規就農者増加。農の多様性。農村景観の維持。
考え２ バイオマス、小水力の積極利用推進、民間との連携
喜多方市版「再生可能エネルギーの導入による持続可能な地域づくりに関する条例」をつくる。先行する地域の電力会社と連携し、直接電力購入契約などを検討する。
公共施設に積極的に薪ボイラーなどを導入する。
また山間部の小河川に小水力発電適地がないか調査し、導入の可能性を探る。
【場と役割対象者】 とくに自然資源に恵まれた山間地域の市民
【期待できる効果】 地域資源、特に森林の間伐や更新、それに関わる雇用が生まれ、お金が地域内に循環する。森林が健全な状態で保全される。
考え３ 市立大学（市民大学院と青空大学院）と、エコ・ミュージアム
地域の伝統文化や工芸、技術などの「文化資本」を継承するための学び場また地域で受け継がれてきた自然や文化、生活様式を含めた環境を、総体として永続的な（持続可能な）方法で研究・保存・展示・活用
【場と役割対象者】 地域のお年寄りや職人、農家など市民全般
【期待できる効果】 地域資源の掘り起し、お年寄りの生きがい→医療費削減、景観の維持、地域文化の継続、地場産業の人材育成・強化
先行例：山形県朝日町エコミュージアム
考え４ 地域づくりに山都スタイル導入 中間支援組織（NPO）支援
各地域に「コミュニティカフェ」「シェアハウス」をつくる。スタッフに「地域おこし協力隊」を配置。「集落支援員」を増強し、各組織所属に。
シェアハウスにはシェアカーを配置(学生の移動手段)。
【場と役割対象者】 若者（地域づくりなどを学んできた学生、田舎暮らし志望の若者など）市民全般
【期待できる効果】 若者定住促進、農都交流人口増大、地域内交流人口増大、地域資源の掘り起し、市財政の支出軽減、多様な福祉
考え５ 人生全般の社会保障制度の充実
今までのシステムは老後に重点、しかしそれは「拡大・成長」が前提。緩やかな成長の時代では年金などの運用が難しくなると同時に、人生前半の社会保障ともいうべき「教育を受ける権利」がないがしろにされている。その格差を是正するために喜多方市ができることは？希望すれば学べる環境つくりと「生きる力」「人間力」を養う教育の両面。
【例えばお年寄りと若者の融合】
学校と老人福祉施設の併置。今後少子化は進み、さらに小学校が統廃合される可能性あり。単純に統廃合するのではなく、小規模校を残したまま空きスペースに老人福祉施設を併置。子供とお年寄りが同じ場所にいることで総合的な教育と福祉が可能になるはず。
考え６ 地域外から人が来る 地域でお金が循環する仕組み作り
新しいツーリズムの提唱。市民はもちろん、外の人たちも参加し、ともに作り上げていく仕組みをつくり、新風とリピーターを呼び込む。「なつかしい未来をつくり隊」キーワードは地域貢献。懐かしいけど新しいまちづくり、美しい田園風景の維持、魅力的な人と出会う場つくり
【場と役割対象者】 市民全般、市民以外の人
【期待できる効果】 コアな観光客・リピーターの増加、中心市街地の活性化、農業インフラの維持、地場産業の活性化
震災後、福島県の首長選挙は、年末の相馬市長選、年始の南相馬市長選で現職が再選されるまで、福島市、郡山市、いわき市、富岡町、二本松市、広野町と現職は６連敗でした。
大まかな傾向としては、震災・原発事故後に県民が抱えている不安・不満から、新しい首長への期待が高まりやすい状態になっていることが伺えます。
現職の山口さんの政策・実績をしっかりと見たわけではないため、第三者目線での公平な比較ではありませんが、あくまで個人の主観的な気持ちとして、浅見さんが喜多方市から社会に起こす変革・夢を応援したいと思っています。
